Virtual Office in Delhi: GST, Business Address & 2026 Guide
A Delhi presence can be useful long before a Delhi office is.
For businesses expanding into the capital, registering for GST, setting up an Indian entity, or simply establishing a credible local presence, a virtual office offers a practical middle ground. The trick is knowing what you are paying for, what the address needs to support, and whether the provider can do more than put your company name on a letterhead.
Who Needs a Virtual Office in Delhi?
Not every business needs an office in Delhi. Plenty, however, need to establish a presence there before they need a permanent workplace.
Delhi's commercial standing makes it one of India's most sought-after virtual office markets, particularly for businesses that need a local address for compliance, clients, or expansion.
Four groups tend to benefit most:
- Expanding national businesses: Companies based in Mumbai, Bengaluru, or Hyderabad that need a Delhi GSTIN (State Code 07), or a local presence for North India clients and government tenders.
- Foreign subsidiaries: Overseas companies establishing their India presence that need a registered address with RoC Delhi while they build out their local operations.
- E-commerce businesses: Sellers operating through platforms such as Amazon India or Flipkart that need a Principal Place of Business (PPoB) or Additional Place of Business (APoB) in Delhi.
- Professional services firms: Consultancies, legal advisers, and boutique agencies for whom a well-known Delhi address can add credibility with institutional and enterprise clients.
Regulatory Compliance: GST Registration & MCA Rules in Delhi
Using a virtual office for official filings in Delhi requires adherence to strict statutory guidelines enforced by the Ministry of Corporate Affairs (MCA) and the Central Board of Indirect Taxes and Customs (CBIC).
GST Registration (CBIC Instruction No. 03/2025-GST)
Delhi's GST state code is 07. Any GSTIN beginning with 07 identifies a Delhi-registered entity. Under the current governing framework, CBIC Instruction No. 03/2025-GST, which replaced the earlier Instruction No. 03/2023-GST, virtual office addresses are legally accepted as a Principal Place of Business (PPoB) under Rule 8 of the CGST Rules, 2017 and Section 25 of the CGST Act, 2017.
The instruction explicitly prohibits GST officers from demanding documents beyond those listed in Form GST REG-01, from raising presumptive queries about whether a business type can operate from a virtual address, and from demanding multiple proofs of the same address. Per the instruction, low-risk applications with complete documents must be approved within 7 working days. Applications flagged as high-risk are subject to physical verification and must be cleared within 30 days.
A virtual office falls under the "premises used with the owner's consent" category in Rule 8. Three documents are required from your provider:
- Signed service/rent agreement, explicitly permitting use of the address as PPoB for GST registration, executed on Delhi Stamp Act stamp paper (stamp duty at 0.25% of the total rent for the period on 11-month agreements).
- No Objection Certificate (NOC), signed and dated by the property owner or authorised head-lessee, naming the applicant company and the full address including floor, building, locality, and pin code.
- Utility bill, electricity, water, or telephone bill for the premises, not older than two months from the date of GST application submission, in the name of the property owner or the virtual office provider.
All three documents must show exactly the same address, including floor notation and pin code. Even a minor variation triggers a Form REG-03 query.
MCA Company Incorporation (RoC Delhi)
For company registration under the Companies Act, 2013, the Registrar of Companies for Delhi is ROC-Delhi. Proof of registered office (Form INC-22) must be submitted within 30 days of incorporation. Note: per MCA Notification S.O. 4850(E) effective 16th February 2026, internal ROC boundary changes now apply in Delhi, founders should verify the exact jurisdiction for their chosen address before filing.
The Cost Case: Virtual Office vs Physical Office in Delhi
A physical office in Delhi-NCR comes with more than a monthly rent cheque.
Average transacted office rents passed INR 100 per sq ft per month in Q1 2026, up 15% year on year, according to 2026 market data. For a modest 500 sq ft office outside the prime districts, that puts rent at around INR 40,000–55,000 a month, before the security deposit, fit-out, utilities, and other operating costs.
The first-year picture is considerably larger: a 500 sq ft physical office is estimated to cost INR 17.68 lakh–28.74 lakh, while a standard GST-compliant virtual office can cost around INR 26,000–30,000 for the year, based on 2026 cost estimates.
For virtual offices in Delhi, pricing generally falls into four tiers:
| Plan | Typical monthly cost | Typical inclusions |
|---|---|---|
| Address-only | INR 800–2,000 | Business address and mail handling |
| GST-compliant | INR 1,500–3,000 | Address, NOC, agreement, and utility documentation |
| Premium | INR 3,000–6,000 | Compliance support, call handling, and meeting room access |
| Grade A address | INR 3,000–5,500+ | Premium address in districts such as Connaught Place or Aerocity |
These are useful benchmarks, but the lowest price is not necessarily the best fit. If the business needs only an address, an entry-level plan may be enough. If it also needs GST documentation, professional call handling, meeting room access, or somewhere to work in Delhi, paying a little more can make considerably more sense.
The appeal is simple: establish a credible Delhi presence without taking on the cost of an office before the business needs one.
Location Guide: Delhi's Key Virtual Office Districts
Three commercial districts are particularly prominent in Delhi's virtual office market. Each offers a slightly different advantage, from institutional credibility to airport connectivity.
| District | What it's known for | Best suited to | Key transport link | TEC location |
|---|---|---|---|---|
| Connaught Place | Delhi's established CBD, with government institutions, financial services, and major corporate offices nearby | Government contractors, financial services firms, MNCs, and businesses where a prestigious Central Delhi address matters | Rajiv Chowk Metro, Yellow and Blue Lines | TEC DLF Centre, Sansad Marg |
| Aerocity | Modern commercial district centred around international business, hotels, and the airport | International businesses, travelling executives, and companies with frequent air travel | Close to Indira Gandhi International Airport | Worldmark Aerocity, Worldmark 4 and 6 |
| Lado Sarai / Saket | Established South Delhi commercial area, close to the Qutab area | MSMEs, export businesses, and professional services firms | Saket and Malviya Nagar Metro, Yellow Line | — |
5 Compliance Checks Before Signing
Before committing to any Delhi virtual office provider, verify these five points:
- The NOC permits GST registration. Generic agreements covering mail handling alone may not be sufficient for PPoB registration.
- The utility bill is current. Check the date against your GST application, not simply when the provider received the bill.
- The address is not overcrowded. Ask how many active GSTINs are registered at the address and how the provider manages address density.
- Your company name can be displayed. Physical verification can form part of the GST registration process, particularly for higher-risk applications.
- The ROC jurisdiction is correct. Following the 2026 MCA notification, verify the applicable jurisdiction for the specific address before filing.
Establish Your Delhi Business Address
A business address should do more than receive mail. It should give the business somewhere credible to stand.
The Executive Centre's Virtual Offices in New Delhi put businesses at two recognisable commercial addresses in Connaught Place and Aerocity, with support that goes beyond the address itself.
- Business Address — from INR 2,500/month, with a premium business address, mail and parcel notifications, and eight hours of complimentary Coworking access each month.
- Call Handling — from INR 3,500/month, with a dedicated local number, bilingual professional receptionists, and 24-hour voicemail.
- Premium Package — from INR 5,500/month, combining both with 20 hours of complimentary monthly Coworking access.
And there is room to grow. When an address becomes a place to work, meet, or bring the team together, TEC also offers Coworking Spaces, Private Offices, Meeting Rooms, Event Spaces, and Managed Offices at both locations.
Start with the address. Add what the business needs, when it needs it.
